Dry scalp issues and hair growth


I have a 12 year old daughter. Can you please tell me why her scalp does not make its own natural oils, and how can I get it to do so? Her hair is extremely dry and full of dandruff  no matter what I do. If I wash it on a Friday by Monday her scalp is extremely dry. I’ve tried just about EVERYTHING you’ve mentioned. She used to have brittle ends, but since I started to deep condition her hair it’s been a great change.  I’ve recently brought a steamer that I use every other wash and I used to blow dry her hair with her weekly washes, I haven’t done so the last two washes; just to see how her scalp reacts to it. I started to use the co-wash method; my current products are the Cantu line. For the life of me I cannot get her scalp to produce its own oil as well as her hair growing, it’s like its stuck for the last 2years absolutely no progress as far as her growth. I was introduced to Tamanu oil, for her scalp treatment the first two weeks it seems to be working then it just stopped, just like the tea tree oil, jojoba oil, peppermint oil, olive oil, and avocado oil  NOTHING WORKS for her dry scalp. SOMEONE ANYONE PLEASE HELP WITH ANY ADVICE YOU HAVE.
